My Journey to Energy Expertise in KINGS New EPE Department

In 2019, the KEPCO International Nuclear Graduate School (KINGS) introduced a new department of Energy Policy and Engineering (EPE) whose goal is to help future industry leaders gain practical experience in the energy field through academic coursework, presentations by KINGS professors and external experts, field trips and internship programs. EPE offers a two-year master's degree program for Korean and international students. During their first year, international students study in Korea and their second year of study is done back in their home countries. The second-year international students have online weekly support meetings with their advisor professor for their theses.

In my first and second semesters at KINGS, I had to take four mandatory courses and four elective courses. Since I majored in chemical engineering in my undergraduate studies and had a low knowledge of finance, I took Financial Theory for Engineers. This course was very useful because it introduced me to corporate finance and from this course I was able to understand financial statements. Because, with a good financial background, one can determine the most cost effective expansion plan. The Energy Utility Planning course taught me that a country can have a reliable and cost-effective energy mix if it carries out proper energy planning. The course introduced a number of free software applications developed by international organizations that can be used by utility companies for planning.

In Africa, you will find areas that are not connected to the national grid, yet they have renewable energy. From microgrid lectures, I learnt how to carry out desktop feasibility studies for off-grid systems which can help policy makers make key decisions. To give us first-hand experience in microgrid systems, student teams identified sites in Africa, developed optimised systems and presented the results to the other students. In energy policy and financial classes, I learnt that sound investment decisions are not possible without robust political, legal and financial frameworks. Also, my decision making abilities were improved by learning systems thinking which helps policy makers think holistically about complex energy systems and processes. For example, to have good returns on energy investments, one needs to have good power purchase agreements (PPA). My company, Kenya Electricity Generating PLC, has a PPA with the country’s offtaker. My knowledge was limited on PPA models, but in the Analysis of Electric Markets and Industry class I learnt the various energy pricing and trading models that exist within the energy market.

The courses I took in my first year of study in Korea have assisted me in carrying out my research and writing my thesis back in my country. Without the Financial Theory for Engineers class, I wouldn’t be able to prepare a cost cash flow statement for geothermal power plant investment. The Project Valuation and Risk Analysis course taught me how critical project assessment is in the determination of project viability. In this course, we were also taught the levelized cost of energy (LCOE) as one of the methods used to determine the viability of various technologies in the energy sector. I learnt how to compensate for risk through the weighted average cost of capital (WACC) or equivalent cash flow in the Capital Markets and Project Financing class. Risk allocation and mitigation are important concepts in my thesis, as well as in real projects. Using the cash flow, (one of the project valuation options) and the Palisade risk analysis software, I will be able to develop a number of scenarios for my thesis. The LCOE is very important to me because my research study focuses on geothermal energy which is abundant in my country. Energy investments require high initial investment to put up the plants and for working capital. Equity and debt are required to finance these long-term projects.

LCOE has been extensively used to compare the costs for setting up power plants. However a number of authors have criticised this method due to a number of shortcomings. For my thesis, I am studying the impact of risk and uncertainty on the levelized cost of energy (LCOE) by undertaking a case study on geothermal technology. Geothermal has a number of risks, e.g. investment cost, operations and maintenance (O&M) costs and capacity factor. Unfortunately, the traditional method of calculating the LCOE doesn’t appropriately incorporate these risks. To solve this problem, I plan to incorporate a probabilistic approach into the LCOE method to calculate the value-at-risk under a designated level of uncertainty.

My thesis research will improve my capabilities in investment analysis and will have direct application in my career in Kenya. Leveraging this knowledge, I expect to contribute to the further development of a national energy investment plan in Kenya.

2019 한국전력국제원자력대학원대학교(KINGS)는 실무 지식 및 경험을 바탕으로 미래 에너지 산업을 이끌어갈 리더 양성 목적의 에너지정책학과(EPE)를 개설하였다. 이를 위하여 관련분야 경험이 풍부한 전임교수 및 전문가의 강의, 현장견학, 인턴십 프로그램으로 구성된 교육과정을 운영하고 있다. EPE는 한국인 학생과 유학생을 위한 2년 석사학위 과정을 제공하며, 유학생들의 경우 1년차는 한국에서 공부하고 2년차 과정은 각자의 모국으로 복귀하여 지도교수의 온라인 지도하에 논문연구 등 학위과정을 밟는다.

필자는 KINGS에서 보낸 1년 동안 에너지 정책과 관련된 총 8개의 과목을 수강했다. 비록 학부에서 화학공학을 전공하여 파이낸싱분야의 기초지식이 없었지만 필자는 ‘엔지니어를 위한 재무이론(Financial Theory for Engineers)’ 과목 수강을 통하여 기업금융 및 재무제표에 관하여 폭넓게 공부할 수 있었다. 이러한 일련의 지식들은 대규모 인프라 사업추진시 필수적으로 요구되기 때문에 매우 유용할 것이다. 그리고 “에너지 자원 계획(Energy Utility Planning)” 과목에서는 국가 또는 지역내에서의 최적화된 에너지공급 시스템을 갖추기 위한 방법들을 공부하였다. 유틸리티가 전력공급 인프라를 중장기적으로 어떻게 최적화하고 년도별 투자계획을 수립할 것인가에 대하여 팩키지를 이용하여 직접 모의해볼 수 있었다.

그리고, 아프리카에서는 대부분 국가내 송배전망이 완전히 연계되어 있지는 않지만 풍부한 재생에너지원을 보유하고 있는 지역들이 많다. 이와 관련하여 ‘마이크로그리드(MG: Microgrid)’ 과목에서는 MG 도입 타당성 분석 및 의사결정에 관한 일련의 절차들을 배울 수 있었다. 우리들은 팀을 구성하여 아프리카 관심지역을 대상으로 MG 도입의 타당성을 분석하고 최적화된 그리드를 도출하였으며 모든 학생들을 대상으로 발표 및 토론하는 기회를 가졌다. 에너지 정책과 재무 강의에서는 견고한 정치적, 법적, 재정적 틀이 없으면 건전한 투자 결정이 불가능하다는 것을 배웠다. 또한, 정책 입안자가 복잡한 에너지 시스템 및 절차를 종합적으로 생각하는 데 도움이 되는 시스템 사고(Systems Thinking)를 학습하면서 필자의 의사결정 능력도 향상되었다.

예를 들어, 에너지 투자에서의 수익을 높이기 위해서는 적절한 전력구매계약(PPA)이 필요한데 필자의 회사인 케냐전력공사(KENGEN)는 국가와 PPA를 체결한 상태이다. ‘전력시장과 산업의 분석(Analysis of Electric Markets and Industry)’ 강의는 PPA 모델에 제한적이었던 필자의 지식을 에너지 시장에 존재하는 다양한 에너지 가격 결정과 거래 모델까지 확장시켜 주었다.

한국에서 첫해에 수강했던 과목들은 필자가 고국으로 돌아와 연구를 수행하고 논문을 쓰는 데 큰 도움이 되고 있다. ‘엔지니어를 위한 재무이론(Financial Theory for Engineers)’ 강의를 수강하지 않았다면 필자는 지열발전소 투자를 위한 원가계산표와 현금흐름표를 활용할 수 없었을 것이다. ‘프로젝트 가치 평가와 리스크 분석(Project Valuation and Risk Analysis)’강의를 통해 프로젝트의 실행가능성을 판단하는 데 사업평가가 얼마나 중요한지를 깨달았다. 또한, 다양한 에너지기술들을 대상으로 재무적 실행타당성을 평가하기 위한 방법 중 하나인 균등화발전비용(LCOE)에 대해서도 기본개념을 가질 수 있게 되었다. 자본시장과 프로젝트 파이낸싱 수강을 통해 필자는 가중평균자본비용(WACC)이나 등가현금흐름을 통해 리스크를 반영하는 방법을 배웠다. 리스크 배분과 경감은 나의 논문뿐만 아니라 실제 프로젝트에서도 적용되는 중요한 개념이다. 나는 KINGS에서 배운 현금 흐름(프로젝트 가치 옵션들 중 하나)과 리스크 분석 소프트웨어를 이용하여 나의 논문에 활용할 수 있는 다양한 시나리오의 몬테카를로 시뮬레이션을 수행할 것이다.

나의 논문 연구는 케냐에 풍부한 지열에너지에 초점을 두고 있으며, 균등화발전원가(LCOE)는 중요한 정책의사 결정요소 중 하나가 될 것이다. 일련의 에너지 관련 투자 시에는 플랜트를 건설하고 운전 자본을 확보하기 위해 높은 수준의 초기 투자가 필요하다. 이러한 장기 프로젝트에 자금을 조달하기 위해서는 자본과 부채가 요구된다. LCOE는 발전소를 설립 및 운영하는 비용을 비교하기 위해 널리 사용되고 있지만 이에 대한 적용상의 문제점을 지적하는 사람들도 많다. 지열발전은 투자비용, 운영·유지보수(O&M) 비용, 설비이용률 등 다양한 리스크를 보유하고 있지만, 전통적인 LCOE 계산방법으로는 이런 리스크들을 적절하게 반영하기 어렵다는 단점이 있다. 이를 개선하기 위하여, 필자는 지열기술 관련 분야에서 LCOE 계산에 프로젝트 리스크를 반영하기 위한 확률론적 방법을 연구하고 있는 중이다. 구체적으로는 지정된 수준의 불확실성 하에 발생 가능한 최대손실금액(VaR; Value at Risk)을 추정하고 이를 현금흐름에 반영할 계획이다.

본 연구는 나의 투자분석 전문 역량을 향상시킴으로써, 향후 나의 경력개발에 큰 도움이 될 것이다. 더 나아가 케냐의 에너지 부문 투자계획을 최적화 하는데 크게 기여할 수 있을 것으로 기대된다.
